Article 11 At Town Meeting:
  • ARTICLE 11:  To see if the Town will vote to raise and/or appropriate by borrowing or otherwise provide a sum of $2,872,025.00 for the construction of 12 new elementary school classrooms, (4 at Meadow Brook, 4 at Mapleshade, and 4 at Mountain View).

    The funding of the 12 new classrooms is to come from a debt exclusion ballot vote of the Town; and pass any vote or take any other action relative thereto.

School “Space Needs” History
  • Nov, 1995:  Town approves money for Schools Facilities Study for capacity and growth.
  • Nov, 1997:  Town approves BPMS design money and update to Schools Facilities Study.
  • March, 1998:  Town approves building new Birchland Park Middle School- presentation also states elementary schools and high school need renovations.
  • December, 2000:  Town approves design money for new elementary classrooms and update to Schools Facilities Study.
  • April, 2001:  Town rejects proposal to renovate and add classrooms to three elementary schools, and add gyms.
  • May, 2005:  Schools & Council On Ageing proposed joint debt exclusion for town.  Joint plan was defeated at the ballot box.
  • May, 2006:  School Committee, with the support of the Town Appropriations Committee and Town Capital Planning Committee, propose a debt exclusion for 12 new classrooms (4 at MBrook, 4 at MShade, 4 at MView.)

Debt Exclusion Process
  • Each Step is a requisite of the other…
    • a. Step 1: must pass at Town Meeting by a 2/3
       majority vote (66%).
    • b. Step 2: must pass at Town Ballot Election by
       a simple majority (51%).
    • c. Step 3: The building project must go out for
       public bid.
    • d. Step 4: The project is selected with
       contractor and sub contractors.
    • e. Step 5:  Actual construction will take @ 9
       months.
    • f.  Step 6:  Occupation for the following year.
