In accordance with the warrant of the Selectmen, the Annual Town Meeting was called to order at 7:30 P.M.
ARTICLE 1
Annual Town Election
The Annual Town Election was held on Tuesday, April 11, 2000.
ARTICLE 2
Reports of Officers and Committees
The Town Report will be available later this month.
ARTICLE 3
Operating Budget
The Operating Budget as recommended by the Appropriations Committee was voted as shown in the amended warrant.
All items were passed unanimously except for UMAS Code 692 (Celebrations) for $5,835.00 which was passed by a majority vote.

ARTICLE 5
Capital Budget
The Capital Budget as recommended by the Capital Planning Committee and the Appropriations Committee was voted on as shown in the warrant.

ARTICLE 6
Board of Assessors — Multi-Year Revaluation Contract
Voted that the Town appropriate a sum of $56,100 to enable the Board of Assessors to fund the fourth year of a multi-year revaluation contract.
Passed by Majority.
ARTICLE 7
School Department — Music/Band Instruments
Voted that the Town raise and appropriate by taxation the sum of $20,000 for the purchase of music/band instruments for Mapleshade Elementary School, Mountain View Elementary School, Meadow Brook Elementary School, Birchland Park Middle School and East Longmeadow High School.
Passed Unanimously.
ARTICLE 8
Zoning By-Law — Amendment
Voted that the Town amend the East Longmeadow Zoning By-Law, 1991 Revision, pursuant to M.G. L. Chapter 40A, to make changes for the purpose of adding a new definition to Section VIII — Definitions, as described in Article 8 of the warrant and recommended by the Planning Board as follows:
A special combination of housing, supportive services, personalized assistance and healthcare designed to respond to individual needs of those who need help with one or more of the five activities of daily living (eating, dressing, bathing, toileting, mobility). Supportive services are available 24 hours a day to meet scheduled and unscheduled needs in a way that promotes maximum dignity and independence for each resident.

ARTICLE 9
Zoning By-Law — Amendment
Voted that the Town amend the East Longmeadow Zoning By-Law, 1991 Revision, pursuant to M.G.L. Chapter 40A, to make changes for the purpose of amending sections 3.052 and 7.33 by adding additional criteria as described in Article 9 of the warrant and recommended by the Planning Board as follows:
Amend Section 3.052, Table of Use Regulations and Section 7.33, Additional Criteria for Hospitals, Sanitariums, Medical Clinics, Convalescent Homes and Nursing Homes to include the words "Assisted Living" as follows:
Section 3.052 Convalescent, Assisted Living or Nursing Home.
Section 7.33 Additional Criteria for Hospitals, Sanitariums, Medical Clinics, Convalescent Homes, Assisted Living and Nursing Homes.
In Residence Districts: The SPGA shall not grant or renew a Special Permit for the use, construction, extension or modification of a hospital, sanitarium, medical clinic, convalescent home, assisted living facility or nursing home unless the standard conditions enumerated in Section 7.30 of this By-law are met and unless the following standards and conditions are also met:

Zoning By-Law — Amendment
Voted that the Town amend the East Longmeadow Zoning By-Law, 1991 Revision, pursuant to M.G.L. Chapter 40A, to make changes for the purpose of re-zoning a certain parcel of land from a certain district as described in Article 10 of the warrant.

ARTICLE 11
Department of Public Works — Highway Construction
Voted that the Town appropriate $461,748.00 to be provided for by taxation for highway construction and/or reconstruction or maintenance purposes which is to be reimbursed by the Commonwealth of Massachusetts. Said money to be expended under the jurisdiction of the Board of Public Works.

ARTICLE 12
Revolving Fund — Local Cable Access
Voted to authorize the Town of East Longmeadow, acting through its Board of Selectmen, to re-establish a "Local Cable Access Revolving Fund" for Fiscal Year 2001 as printed in the Annual Town Meeting Warrant.
Passed Unanimously.
ARTICLE 13
Revolving Fund — Solid Waste Disposal
Voted to authorize the Town of East Longmeadow, acting through its Board of Selectmen/Board of Health, to re-establish a "Solid Waste Disposal Revolving Fund" through Fiscal Year 2001, as printed in the Annual Town Meeting Warrant.
Passed Unanimously.
ARTICLE 14
Revolving Fund — Center School Park
Voted to authorize the Town of East Longmeadow, acting through its Board of Selectmen, to re-establish a "Center School Park Revolving Fund" for Fiscal Year 2001, as printed in the Annual Town Meeting Warrant.
Passed Unanimously.
ARTICLE 15
Pre-Opticom System
Voted that the Town authorize the Board of Selectmen to contract for the purchase and installation of a Pre-Opticom System at the intersection of Shaker Road and Chestnut Street, and to raise and appropriate the sum of $8,000.00 therefore.

General By-Law — Amended
Voted to amend Section 5.020, Sub-section (I) of the Town of East Longmeadow General By-laws, as printed in the Annual Town Meeting Warrant.

Appropriation of Funds for Storm Drains on Lee Street

ARTICLE 18
Voted that the Town raise and appropriate the sum of Fifteen Thousand and 00/100 ($15,000.00) dollars to be used to fund an Independence Day Parade in 2001.

Voted that the Town appropriate a sum of $4,000 to the Conservation Commission Land Acquisition Account for the purpose of acquiring open space.

Authorization to Sell Property at 252 Allen
Street
Voted that the Town authorize the Board of Selectmen to sell at public auction or otherwise the property known locally as 252 Allen Street, East Longmeadow, Massachusetts, said property being described as printed in the Annual Town Meeting Warrant

ARTICLE 21
Street Taking — Country Club Drive, South
Brook Road, Crestview Drive, Meadowlark Drive and Ridgewood
Road
Voted to authorize the Board of Selectmen, by virtue of Chapter 79 of the Massachusetts General Laws, to take in fee simple for highway purposes the streets as printed in the Annual Town Meeting Warrant, Article 21, and recommended by the Planning Board.

ARTICLE 22
Street Taking — Phyllis Street
Voted to authorize the Board of Selectmen, under provisions of Massachusetts General Law, Chapter 79, to take in fee simple as a town way a portion of the following street as recommended by the Board of Public Works:
Phyllis Street — A strip of and 40 feet in width from Lynwood Road running in a south-westerly direction, a distance of approximately 200 feet.

Stabilization Fund Transfer
Voted to transfer the sum of $100,000.00 from the General Fund — Undesignated Fund Balance to the Stabilization Fund, for the purpose of setting aside funds for future expenditures.
