In accordance with the warrant of the Selectmen, the Annual Town Meeting was called to order at 7:40 P.M.
ARTICLE 1
Annual Town Election
The Annual Town Election was held on Tuesday, April 13, 1999.
ARTICLE 2
Reports of Officers and Committees
The Town Report will be available later in the year.
ARTICLE 3
Operating Budget
The Operating Budget as recommended by the Appropriations Committee was voted as shown in the amended warrant.

ARTICLE 4
Payment of Previous Years Bills
Voted to authorize the payment of any departmental bills for fiscal year 1998 or previous years, from the fiscal year 2000 appropriations.

Capital Budget
The Capital Budget as recommended by the Capital Planning Committee and the Appropriations Committee was voted on as shown in the warrant and amended on the Town Meeting floor.

ARTICLE 6
Board of Assessors - Multi-Year Revaluation Contract
Voted to appropriate the sum of $56,100 to enable the Board of Assessors to fund the third year of a multi-year revaluation contract.

ARTICLE 7
General By-Law Amendment - Delinquent
Taxpayers
Voted to amend the Town of East Longmeadow General By-Laws by adding the following new sub-section under Chapter 4.070 Collector of Taxes, pursuant to M. G. L. Chapter 40, Section 57, as printed in the Town Meeting Warrant with the exception that (F) be inserted immediately before (a).

ARTICLE 8
Revolving Fund - Local Cable Access
Voted to authorize the Town of East Longmeadow, acting through its Board of Selectmen, to re-established the "Local Cable Access Revolving Fund" for fiscal year 2000, as printed in the Town Meeting Warrant.

ARTICLE 9
Revolving Fund - Solid Waste Disposal
Voted to authorize the Town of East Longmeadow acting through its Board of Selectmen/Board of Health, to re-established a "Solid Waste Disposal Revolving Fund" for fiscal year 2000, as printed in the Town Meeting Warrant.

ARTICLE 10
Revolving Fund - Center School Park
Voted to authorize the Town of East Longmeadow, acting through its Board of Selectmen, to re-establish the "Center School Park Revolving Fund" for fiscal year 2000 as printed in the Town Meeting Warrant.

ARTICLE 11
Department of Public Works - Sewer Maintenance
Voted to allow the use of the remaining funds ($40,627.63) in the Account No. 30944070-500000 appropriated under Article 25 of Annual Town Meeting, May 6, 1996 (Somers Road relief Sewer) to be used to correct sewer problems in existing sewer mains throughout the Town, change the title of this account to the Sewer Main Maintenance Account , and also transfer the remaining balance ($63,454.41) in Account No. 30944074-500000 appropriated under Article 4 of Special Town Meeting, November 15, 1994 (Construction Sewer Prospect Street) to said Sewer Main Maintenance Account No. 30944070-500000.

Transfer of Funds - Pease/Somers Road Sewer Installation
Voted to transfer the unused portion $38,920.56 the appropriation made under Article 24 of the May 6, 1996 Annual Town Meeting (Pease/Somers Road northerly Sewer Installation) Account No. 30944076-500000 to the appropriation made under Article 5 of the May 6, 1996 Annual Town Meeting (Sewer Discharge Meter) Account No. 01801440-585200.

ARTICLE 13
Transfer of Funds - Porter Road Water Main
Voted to transfer the remaining balance of $103,607.90 appropriated under Article 6 of the May 1, 1995 Annual Town Meeting (Sand Blast and Paint Water Tank) Account No. 30945073-500000 to Porter Road Water Main Account No. 30945070-500000.

ARTICLE 14
Transfer of Funds - Pineywoods Drive Sanitary Sewer Project Account
Voted to transfer $18,206.12 from the Sewer Undesignated Fund Balance Account to the Pineywoods Drive Sanitary Sewer Project Account (Article 13, Special Town Meeting, November 16, 1995) No. 30944072-500000.

ARTICLE 15
Department of Public Works – 1994 Porter
Road Water Main Project
Voted to increase the scope of the 1994 Porter Road Water Main project to allow the appropriation made at the Annual Town meeting under Article 18 held on May 2, 1994 to add the area along Porter Road from Mapleshade Avenue to Kibbe Road and to allow said appropriation to be expended for said additional construction.

ARTICLE 16
Department of Public Works – Highway Construction
Voted to appropriate $461,748 to be provided for by taxation for highway construction and/or reconstruction or maintenance purposes which is to be reimbursed by the Commonwealth of Massachusetts. Said money to be expended under the jurisdiction of the Board of Public Works.

ARTICLE 17
Board of Selectmen - Abandonment of Certain Sanitary Sewer Easements
Voted to authorize the Board of Selectmen to abandon all the Town's rights in and to certain sanitary sewer easements currently held by the Town on property owned by JRS Realty, Inc. in East Longmeadow for no monetary consideration, to execute any document legally necessary to accomplish said abandonment, said easements being bounded and described as printed in the Warrant.

ARTICLE 18
Voted to amend the East Longmeadow Zoning By-Law, 1991Revision, pursuant to M. G. L. Chapter 40A to make changes for the purpose of clarifying the language in Section III - Use Regulations, as described in Article 18 of the Warrant, and as recommended by the Planning Board.

ARTICLE 19
Zoning By-Law - Amended
Voted to amend the East Longmeadow Zoning By-Law, 1991 Revision , pursuant to M. G. L. Chapter 40A, as described in Article 19 of the Warrant, as recommended by the Planning Board, with regard to Section 3.073 as follows:

Planned Business Development to require a special Permit (SP) in the Business and Industrial Districts. (The present zoning by-law designation reads, "Y," which is a typographical error. The text in section 5.2 states that a Planned Business Development requires a special permit).

Zoning By-Law - Amended
Voted to amend the East Longmeadow Zoning By-Law, 1991 Revision, pursuant to M. G. L. Chapter 40A, as described in Article 20 of the Warrant, as recommended by the Planning Board, with regard to Section 3..077 as follows:

ARTICLE 21
School Department - Music Instruments
Voted to raise and appropriate by taxation the sum of $20,000 for the purchase of music/band instruments for Mapleshade Elementary School, Mountain View Elementary School, Meadow Brook Elementary School, Birchland Park Middle School and East Longmeadow High School.
Passed by Majority Vote.
ARTICLE 22
Department of Public Works - Sanitary Sewer
Voted to raise and appropriate $64,500 to be expended under the jurisdiction of the Board of Public Works to construct a sanitary sewer along with appurtenances from 106 Elm Street westerly a distance of 650 feet to a point in Greenacre Lane.

ARTICLE 23
Street Taking - Moore Street
Voted to authorize the Board of Selectmen, under the provisions of Massachusetts General Law, Chapter 79, to take in fee simple as a town way, a portion of the following street, as recommended by the Board of Public Works:
Moore Street - a strip of land 40 feet in width from Maplehurst Avenue running in a southwesterly direction to its terminus at Voyer Avenue, a distance of approximately 630 feet, as shown on a plan recorded in the Hampden County Registry of Deeds in Book of Plans A, page 70 and to raise and appropriate $20,000 for improvements to said way.

ARTICLE 24
Department of Public Works - Sanitary Sewer
Voted to raise by bonding pursuant to Chapter 44, Section 7 of M. G. L. and appropriate the sum of $574,000 to be expended under the jurisdiction of the Board of Public Works for the construction of a sanitary sewer line in Meadowbrook Road and Parker Street from Hampden Road to Meadowbrook Road.

Department of Public Works - Sanitary Sewer
Voted to raise by bonding pursuant to Chapter 44, Section 7 of M. G. L. and appropriate $300,000 to be expended under the jurisdiction of the Board of Public Works for the construction of a sanitary sewer lline in a portion of Somers Road from Ainslie Drive to Glen Heather Lane.

ARTICLE 26
Stabilization Fund Transfer
Voted to transfer the sum of $150,000 from the General Fund - Undesignated Fund Balance to the Stabilization Fund, for the purpose of setting aside funds for future expenditures.
