TOWN OF EAST LONGMEADOW

SPECIAL TOWN MEETING

MAY 1, 2000

In accordance with the warrant of the Selectmen, the Special Town Meeting was held in the Auditorium of the East Longmeadow High School on Monday evening, May 1, 2000. Town Moderator, Richard Brown called the meeting to order at 7:10 P.M. there being more than a quorum of 100 voters present. Rev. Edgar H. Forrest offered the opening prayer and Mr. Brown led the assembly in the Pledge of Allegiance.

The Board of Selectmen led by their Chairman, Frank Gioscia recognized Sergeant Denis Sheehan of the East Longmeadow Police Department for his outstanding work regarding a recent pipe bomb incident. Sergeant Sheehan was presented a plaque and commendation for his excellent investigative work and diligence, which resulted in apprehension of the culprit.

ARTICLE 1

Transfer of Funds — Collective Bargaining Agreement

Voted to transfer a total of $58,810.00 from the Undesignated Fund Balance to fund the first year of a three-year collective-bargaining agreement between the Town of East Longmeadow and the Non-Union Employees' Association for the period July 1, 1999 through June 30, 2000, and to meet other salary needs of the various Town Departments; the departments and budget items being those printed in the Special Town Meeting Warrant.

Passed Unanimously.

ARTICLE 2

Funds for Labor Contract — Department of Public Works

Voted that the Town raise, appropriate or transfer $1,840.00 to fund the negotiated increase in the labor contract between the East Longmeadow Board of Selectmen and the Department of Public Works Non-Union Employees who are members of the East Longmeadow Non-Union Association.

Passed Unanimously.

ARTICLE 3

Transfer of Funds — Capital Project Fund

Voted to raise, appropriate or transfer $35,000.00 from the Sewer Undesignated Fund to the Capital Project Fund for payment of principal and interest now due on short term borrowing for the following sewer projects: ATM 5/4/98 — Article 24 Somers & Bettswood Road, Article 25 Somers Road from Police Station to Center Square and ATM 5/5/97 — Article 5 Chestnut Street Force Main Sewer and Denslow Road to Benton Drive Sewer.

Passed Unanimously.

ARTICLE 4

Transfer of Funds — Education Account

Voted to transfer $240,000.00 as recommended by the Town Appropriations Committee, from the Undesignated Fund Balance to the Education Account for Fiscal Year 2000 to provide for Special Education expenses.

Passed Unanimously.

ARTICLE 5

Transfer of Funds — Trash Collection/Disposal Account

Voted to transfer the sum of $53,658.00 from the Undesignated Fund Balance to the Trash Collection/Disposal Account for the purpose of funding the Trash Collection/Disposal Program for the remainder of this Fiscal Year.
