TOWN OF EAST LONGMEADOW

SPECIAL TOWN MEETING

MAY 3, 1999

 

In accordance with the warrant of the Selectmen, the Special Town Meeting was held in the Auditorium of the East Longmeadow High School on Monday evening, May 3, 1999.  Town Moderator, Richard Brown called the meeting to order at 7:05 P.M. there being more than a quorum present.

 

The meeting opened with a prayer offered by the Town Moderator who also led the assembly in the Pledge of Allegiance.

 

Former Town Clerk, Richard Clark rose to express his appreciation to the Selectmen for their support of the bulk trash collection arrangements which Mr. Clark's committee spearheaded and that is now in progress.  The assembly gave Mr. Clark a warm reound of applause for his efforts.

 

 

 

 

ARTICLE 1

Fiscal Year 1998 Bills

Voted to authorize the payment of fiscal year 1998 bills from the Education Account and to transfer the sum of $10,977.43 from the Undesignated Fund Balance to the Education Account.

 

Passed Unanimously.

 

 

ARTICLE 2

Transfer of Funds - Police Account

Voted to authorize the payment of fiscal year 1998 bills from the Police Account and to transfer the sum of $2,169.72 from the Undesignated Fund Balance to the Police Account No. 1323-800-210-5710-057.

 

Passed Unanimously.

 

 

ARTICLE 3

Consultant to Study Space Needs of Town Hall Departments

Voted to aurthorize the Board of Selectmen to hire a consultant to study the space needs of the various Town Hall Departments and to transfer the sum of $12,000 from the Undesignated Fund Balance for that purpose.

 

Passed Unanimously.

ARTICLE 4

1999 Independence Day Celebration Parade

Voted to transfer the sum of $20,000 from the Undesignated Fund Balance to fund the 1999 Independence Day Celebration Parade.

Amendment of 1991 Zoning By-Law

No action.    

 

 

ARTICLE 6

Transfer of Funds - Extraordinary or Unforeseen Expenditures

Voted to transfer the sum of $100,000 from the General Fund - Undesignated Fund Balance to the fiscal year 1999 Reserve Fund (UMAS  #132) to provide funding for extraordinary or unforeseen expenditures that are approved by the Appropriations Committee.

ARTICLE 7

Transfer of Funds - Trucks for Department of Public Works

Voted to transfer $9,000 from Account No. 01801429-587200 (Replace 1989 pickup truck) Article 5 Annual Town Meeting May 4, 1998 and $2,540 from Account No. 01812419-585600 (Replace 1981 dump truck) Article 5 Annual Town Meeting May 5, 1997 to Account No. 01802429-587200 (Replace 1986 dump truck) Article 5 Annual Town Meeting May 4, 1998 to be used for the purchase of a new flat bed dump truck.

Transfer of Funds - New Office Furniture

Voted to authorize the Board of Selectmen to contract for the purchase of new office furniture to be used in conjunction with computer system for the various Departments within the Town Hall and to transfer the sum of $16,000 from the Undesignated Fund Balance for that purpose..

ARTICLE 9

Transfer of Funds - Unemployment Compensation Claims

Voted to transfer the sum of $25,000 from the Undesignated Fund Balance to the Unemployment Compensation Fund Account No. 823417-510000 for the purpose of reimbursing the Massachusetts Department of Employment Security for the payment of unemployment compensation claims.

 

Passed Unaminoulsy.
