TOWN OF EAST
LONGMEADOW
September 15, 2003
In accordance with the warrant of the Selectman, the Special Town Meeting was held in the Auditorium of the East Longmeadow High School on Monday evening, September 15, 2003. Town Moderator, Mr. Richard Brown, called the meeting to order at 7:45 PM there being 1,119 registered voters present. Mr. Brown offered the opening prayer and led the assembly in the Pledge of Allegiance.
Ms. Kimberly Wiezbicki, Chairperson for the Board of Selectman, presented The Town Moderator with a special Town Clock and a framed Town Seal to honor and recognize his 21 years of presiding over Town Meetings. Mr. Brown will be not be seeking reelection at the April 13, 2004 Annual Town Election.
Article 1
Voted to rescind the action taken under Article 20 being that the Town approves standard closing times of 11:00 p.m. Sunday through Thursday and midnight on Friday and Saturday for all food establishments. Said Article was codified as section 4.030(P) of the Town of East Longmeadow General By-Laws, and shall be repealed hereby.

Voted to request that the Massachusetts General Court will enact Special Legislation removing the position of Police Chief, in the Town of East Longmeadow, from the provisions of Civil Service.

Voted to raise and appropriate the sum of $34,687 for the payment of unpaid bills in the prior fiscal year ($15,276 for previous year trash disposal expense and $19,411 for previous year communication expenses).

Voted that the Town appropriate $9,240 from the Mosquito Control line item #514 of the current budget and reappropriate as follows:
$800 for recording fees for street takings
$6,100 for unbudgeted increase in fire personnel cost
$2,340 for continuation of the Elder Services Corps

The Special Town Meeting was adjourned at 9:25 p.m., the business of the Warrant having been completed.
