East Longmeadow Community Preservation Committee
Minutes September 21, 2006
Present: George Kingston (Conservation Commission), Bruce Moore for William Speight (Historical Commission), Michael Salvon (Recreation Commission), Carol Johnston (Housing Authority), Timothy Seeley (At-Large), William Fonseca (At-Large) Absent: Michael Perkins (Board of Public Works) Not Yet Appointed: Planning Board
George Kingston opened the meeting at 7:00 PM in the Town Hall Meeting Room.
After reviewing the agenda, the Committee elected the following officers, unanimously: Chair: Timothy Seeley Vice-Chair: Michael Salvon Secretary: George Kingston Treasurer: Carol Johnston
It was agreed to request that the Committee be added to the Selectmen’s web page so that agendas and meetings can be posted. George Kingston will follow up on this.
The Committee reviewed a presentation on the Community Preservation Act (CPA) prepared by the State. As a result, several action items were identified.
George Kingston will ask the Board of Selectmen why no member has yet been designated by the Planning Board.
The Committee will request that the Selectmen place an article before the next Special Town Meeting to allow the Town to spend up to 5% of the CPA revenue on administrative expenses, as allowed by the CPA. (Kingston)
The Committee will request that a filing system be set up in the Selectmen’s Office to maintain records of the Committee, as required by the CPA. (Kingston)
Carol Johnston will investigate and determine if we need to set up any special mechanism to roll over CPA revenues from one fiscal year to the next.
George Kingston distributed an inventory of existing, privately owned open space still remaining in the town.
The members from the Historical Commission and the Housing Authority agreed to consult with their boards to develop a list of priorities for CPA funds in their areas of interest.
The Committee agreed to meet again on November 1 and December 6, 2006.
The meeting was adjourned at 9:15 PM.
