BOARD OF SELECTMEN EMERGENCY MEETING

Saturday, October 15, 2005, 11:30 A.M.

PRESENT:  John Claffey, Chairman, Board of Selectmen; Chairman Gary DeLisle, Clerk of the Board. 

ABSENT:  James Driscoll, Board of Health;

 

Chairman Claffey opened the meeting at 11:30 a.m.

 

Chairman Claffey stated that the BOS was meeting in an emergency session due to the damage in town caused by the severe rain and wind.  The meeting was called on the advice of the Emergency Management Director, Frank Morrissino, to discuss declaring a state of emergency in East Longmeadow.  The meeting was not posted.

 

A discussion was held relative to the damage to public and private property in town, and status reports given to the members of the BOS from the Police, Fire, DPW, and Building Departments and the Emergency Management Director.  There was discussion of costs and expenses associated with repair and cleanup.  A discussion was held relative to the procedure to follow to declare a state of emergency.  J. Claffey stated that F. Morrissino advised him of the regulations and that the Head of State of the municipality, (Chairman of the BOS), upon the advice of the Emergency Management Director, can declare a state of emergency.  J. Claffey stated that F. Morrissino had recommended that a state of emergency be declared.

 

Motion G. DeLisle moved the Board of Selectmen authorize Chairman Claffey to declare a state of emergency in East Longmeadow.  J. Claffey seconded out of necessity. 

Discussion:  J. Claffey recommended the BOS advise all town department heads to maintain records associated with costs and expenses related to labor, repairs, cleanup, etc. due to the rain and wind. 

Motion approved 2-0.

 

Motion G. DeLisle moved the BOS adjourn.  J. Claffey seconded out of necessity. 

Motion approved unanimously.

 

Meeting adjourned at 12:00 p.m.
